Are we doing enough to protect children from predators?

I am sick about this situation, I can only hope that by some miracle that young woman is still alive. The thing I am asking myself is if we are doing enough to prevent these crimes? Our criminal justice system in the state of California is not about rehabilitation, it’s about punishment.
